How to develop an effective training program.

Training.  More than simply talking about a subject.  The presentation needs be accurate, credible, clear, and practical. Probably the most important element is understanding you are delivering your training to adults.  Many of whom have years of experience practicing their trade.  Did you know one of the most effective tools for training is peer training, drawing the experience and learned the wisdom of experienced workers a business has on the payroll.

Drawing on the peer experience for training can be very effective.  Also effective, is the opportunity to practice what the students are learning.  In other words, not just talk in a classroom, but actually trying out what was taught.

OSHA has an excellent booklet on the critical elements of a sound and successful training program, OSHA 3824.  You can find this publication at https://www.osha.gov/Publications/osha3824.pdf.
